CEO Rebecca Plonsky Babigian, LICSW, brings over 20 years of healthcare operations and leadership experience. She founded PCD in early 2025 to provide clients executive and advisory support, strategy and program design, as well as population health and data informatics expetise. She understands the challenges amidst the healthcare landscape with rising high cost utilizers, primary care and behavioral health staff shortages, staff recruitment, retention, and burnout, as well as a lack of provider and payer funding.

Most recently, Rebecca served as the CEO of Integrated Healthcare Partners (IHP). She was responsible for the overall operations and implementations of key interventions and programming for IHP’s Accountable Entity (AE) which covers over 29,000 attributed Medicaid lives. She works closely will 5 participating FQHCs and 3 CMHCs (all of whom are CCBHCs) to ensure meaningful advancements are achieved through programming that improves individual and population health outcomes, quality of care, and decreasing total cost of care. Ms. Plonsky has been recognized for leading innovative and cost effective programs including the IHP Emergency Housing Program and the IHP BH Designated Triage line. Through her leadership and working with strong team, IHP decreased the total cost of care by $45M, brought in over $35M in infrastructure and sustainability dollars and secured 27.5M in shared savings revenue.

Prior to joining the team at IHP, Rebecca joined the team at Fellowship Health Resources, Inc. as the Corporate Director of Business Development. Rebecca's work focused on program development with a focus on opening an Acute Stabilization Unit as well as expanding Assertive Community Treatment to serve complex individuals struggling with serious persistent mental illness and often times, co morbid medical and substance use conditions. She implemented a revenue management cycle initiative that improved operational excellence and secured new revenue.

Rebecca served as the National Vice President of Development, Prospect Integrated Behavioral Health for Prospect Alta Hospital Systems, LLC, based in the Northeast Region. She was responsible for national growth and development of the Integrated Behavioral Health Service lines. She was assigned to lead multiple projects to improve the quality of care. She successfully improved patient health outcomes and added $10 million of savings and revenue to the bottom line. Ms. Plonsky also oversaw the opening of Rhode Island’s first Long Term Behavioral Health Unit and CharterCARE’s first Addiction Services Center.

Rebecca also has a decade of combined experience working directly for BCBSRI as well as at EOHHS at Rhode Island Medicaid. She has previous consulting experience working at Open Minds as well.

Meet Dr. Francisco Trilla, Chief Medical Officer

CMO Dr. Francisco "Paco" Trilla is a former emergency medicine physician and CMO of Neighborhood Health Plan in Providence, Rhode Island where he helped launch NHP's Health@Home program in 2014, a data-centric program designed using analytics to drive resourrces to RI's most medically fragile patients. Dr. Trilla received his medical degree from Harvard Medical School.
